The Department of Municipal Engineering of Fuzhou University was originally the Teaching and Research Office for the Water Supply and Drainage Program. The Department of Municipal Engineering offers the undergraduate program in "Water Supply and Drainage Science and Engineering", and the graduate program in "Municipal Engineering". The Water Supply and Drainage Science and Engineering program was first set up in 1987, with students for bachelor's degree program enrolled in 1989, and master's degree candidates enrolled in 2007 and doctoral candidates enrolled in 2010. Fuzhou University is the first of its kind in Fujian Province to train municipal engineering professionals with bachelor's, master's and doctoral degrees. It has one undergraduate program in water supply and drainage engineering, one master's program in municipal engineering and one doctoral program in municipal engineering. There are 13 teachers working at the Department of Municipal Engineering, including 2 professors, 5 associate professors, 5 lecturers, 1 senior engineer and 9 teachers with a doctoral degree. It is planned to enroll 60 students for the undergraduate program of water supply and drainage science and engineering every year, and there are about 240 students in school studying this program. Prof. Fan Gongduan serves as the dean of the Department, and Assoc. Prof. Xu Junge as the assistant to the dean of the Department.

The program, with a four-year academic system, aims to train senior engineering and technical talents for water supply and drainage planning, design, construction, operation management and scientific research in municipal engineering, industrial and mining enterprises, architectural engineering and environmental protection. The program is closely integrated with engineering practice. While learning basic theoretical knowledge, the students will also participate in practice training such as cognition practice, production practice, and graduation practice, and study the design, construction, operation management and treatment technologies by visiting municipal engineering projects, industrial enterprises, buildings, water bodies and water areas in Fuzhou; they will also join production practice in waterworks, sewage plants, design institutes, construction sites, etc. and participate in group-based technical management and operation of enterprises as well as design, construction and technical transformation. Due to the ample job opportunities, the employment rate of graduates studying this program has remained above 97% for years.

The research interests of the Department of Municipal Engineering mainly include building water supply and drainage engineering and its fire protection, the theory and technology for optimization of water supply and drainage engineering design and operation, drinking water pretreatment, strengthened conventional treatment, and advanced treatment technologies. In recent years, the Department has completed or is working on more than 30 projects, including projects supported by National Natural Science Foundation of China, Natural Science Foundation of Fujian Province, Selected Topic of Huo Yingdong Education Foundation of the Ministry of Education, Science and Technology Program of Fujian Provincial Environmental Protection Bureau, Science and Technology Project of Fujian Provincial Department of Education, and enterprise-sponsored cooperative research projects in the industry. The Department has received scientific research funds exceeding CNY 2 million, published more than 200 research papers, and participated in more than 100 academic exchanges at home and abroad.
